NEW YORK, Dee.. 9: President Roosevelt's ' message # to Congress is unsensational. It recommended reform in toe currency, the adoption of a law which by avoiding an unwise attempt to prohibit all combinations would expressly permit of combinations which were in the interest of the public, but give some agency of national government full executive control over them. , The railways should be removed from the domain of the anti-trust law, and be put under the Interstate Commerce Commission, likewise the telegraph and telephone companies engaged in interstate business. Stock watering sliould be prohibited, and "stock gambling as far as possible discouraged. It recommended a progressive inheritance tax on large fortunes., and favoured strengthening old age pensions by private initiative. A strict employers' liability law covering Government a lid inter-State business, would be a careful safeguard in connection with the power of granting a temporary injunction in labour disputes. It dor scribed the extreme labour leaders' demands in this matter as class legislation of the most bnital form,,.'seDking to legalise blacklisting and boycotting. Mr Roosevelt warmly acknowledged the hospitality everywhere extended to the battleship fleet, and dwelt on the increased experience and efficiency of the fleet. He recommended as a corollary to the voyage the establishment before the Panama canal opened of satisfactory ocean lines in South America, Asia, the Philippines, and Australasia, and announced that the occupation of Cuba would cease two months hence.
