Diplomatic opinion universally condemns Bulgaria on the precedence and railway questions. The prevailing -impression is that Bulgaria in seizing the Orient railway is seeking a pretext to declare her independence. APPEAL TO THE POWERS. Received 4.15 p.m., Sept.- 27th. LONDON, Sept. 26. The Porte has appealed , to the Powers to compel Bulgaria .to -restore - the railway- " . .... r / . Bulgaria proposes to purchase the Bulgarian section.
