COMPLAINT FROM NEW SOUTH WALES,

The "Times" has published a letter frpm Mr Pf Yarwood, of Sydney, protecting against the Impiovement,liases Can cellation Act, which he-'declares endorses the policy of confiscation, and is bound to shake the confidence of investors in the commercial value of the grants issued by the New Sonth Wales Government. The "Times," while admitting that only one side of a complicated controversy is presented by the letter, considers 1 that theAcfc embodies a harsh measure of con£sca-~ tion, and hopes for some palliating cir- , cumstances. Mr Yarwooa's letter suggests that the large landowners have made sacrifices , in order to propitiate public opinion, and efface the memory of some ugly facts. It adds that Governors have been known to veto measures much' Ices ' obejctionable. I
