In November tho Kaiser approved of President Roosevelt!*, nomination of Dr Hil, the American Ambassador at the Hague, to succeed Mr Charlemagne Tower .who has b'een the American Ambassador at Berlin •since 1902.'
Recently, however, the Kaiser sent through the American Embassy, a personal letter to President Roosevelt, giving private reasons why Dr Hill would not. be acceptable in Berlin. This incident has caused great excitement in 'Washington, as Dr Hill is extremely popular. The American Foreign Office and Berlin profess to be quite ignorant of the letter.
