At the annual meeting of the North Canterbury Charitable Aid "Board to-day, ihe chairman said it was to be regretted that in such piosperous times as New Zealand continued to enjoy there should b3 the need for so much expenditure of public money, on , outdoor relief. lb was to be hoped that the importance of the whole subject .might soon engage the serious attention of the legislature, and the of 22 years' operation of the existing Act turned to good account in any proposed amendments, especially with "regard. to the liability now cast on district boards for the cost of. maintaining a large number of children committed to the care of the State under the Industrial Schools Act.
