The Government have abandoned the Scottish Smallholders' Kill, though Lord Lansdowne said .that the Lords, would read it a second time if it was understood that it could be amended in committee- with ;> view to rejecting a proposal to establish in Scotland a Land Court on the Irish model, but introducing provisions closely resembling thosv in the English Small Holdings Kill. The. Marquis of Ripon declared that it was a waste of time to proceed with the Kill. Lord Tweedmouth raid that the amendments suggtsfed would eviscerate 1 .the Kill. Lord Rosebeiy declared that the responsibility of post pulling legislation to ameliorate the condition of the crofters rested upon the Government, since- the Hotite of Lords was prepared to preserve the clauses dealing with crofters.
