TECHNICAL SCHOLARSHIPS.

At the last meeting of the Hawk.- s Bay Kducation Board the following report on technical scholarships was submitted by the inspector, Mr Hill, and consideration was deferred till the' financial position had bteu ascertained : " Under ilia regulations for the promotion of manual and technical instruction it is pt&sdble to grant scliolarhips' to pupils who are successful in passing standard 6, and who desire to proceed Lo a school where manual and technical instruction is carried on. As soon as a. technical school is completed it will be necessary to provide for an instructor to ake charge of the classes in the case of pupils to whom technical scholarships may be granted. ' These; pupils are required to be instructed at least four hours daily, but the work differs from what is set for standard 7 pupils, inasmuch as moist of the time can be set down to instruction in subjects known ay " grant-earning subjects." Under the- manual and technical regulations each attendance at a' recognised technical class is paid for at the rate of 3d per pupil, so that under i a properly organised scheme it is pcesiljle for the Board to earn capitation by a pupil's attendance at classes as. follows: —(a) Capitation attendance* as a pupil £4; (b) capitation grant earning subjects £5 in other words, a pupil attending a:-' a. free junior scholarship holder can earn-for 'the Board £9 p.r annum as capitation. Assuming that 40 pupils could be obtained for the technical school, there should be uo difficulty whatever in earning at the lowest estimate £3OO per annum. .Section 77 (a) of the Education Act' states the conditions that mu.-t be met. to qualify for a. "junior free place." There are'many pupils.l that obtain certilicat of proficiency., but who do not proceed to a high school. Such .pupils might be glad to enter a technical /day school, and 1. recommend that such a. school be opened under a man qualified !o pivo instruction in technical subjects.
