[The Encounter is a second-class cruiser, of 11 guns, 5800 tons, 21 knots, and was built at Devonport in 1903.J PLAGUE. Two more deaths from plague have occurred, and a fresh case was retried at Oeraldton yesterday. A plague-stricken lat was found in the centre of Perth. NOUMEAN MAIL NEWS. SYDNEY. February 27. The Xoumein mail brings news of an. agitation on the question of the desirabler.es<> or otherwise of resuming the transportation of recidivists. Local interest in the question is increased by tiie near approach of the elections, and 'parties are divided on it. The official and ninny commercial men strongly advocate trfe resumption on the ground if i-ecurhig cheap labour, while the larger body of colonists and the workers are hostile.
