United Press Association—Per Electric Telegraph—Copyright. Received 9.50 p.m., February 19th. ROME, February 19. His Holiness the Pope has addressed an Encyclical letter to the clergy and people of France expressing his great grief ai.d enxiety at the separation by a law which violently severs the immemorial ties binding France to the Holy .See, placing France in an unworthy and lamentable position. The Pope condemned the law as contrary to the Church's Divine constitution, and destructive to the Church V liberty; also the despoiling of property. Such actinu was bound to injure t:ie internal peace and unity of France.
' "Lo Temps" says that the Pope's anathema is dignified and impressive, but platonic.
