At the A:geciras Conference, Germany proposed that the Sultan should choose foreign officers to control the native police, or that the control should be entrusted to the diplomatists at Tangier acting through a "high officer belonging to a neutral power. France is willing to leave the organisation of the police to the Sultan, if Fi-ench and Spanish officers exercise control in the maritime towns! She is even willing to discuss the principle of supervision. "Le Temps" declares that France's last word has been spoken. ,
