Senator Gallinger's Bill devotes JSIO.CQO--000 _to mail contracts and other private maritime enterprises. The amount will be spread orer twenty years. The Bill is not expected to pais the House of Representatives. [A cable message on Saturday stated that the United Statft-s Senate, by 08 rotes to 27 votes, passed the Shipping Bill promoted by Senator Jacob Gallinger. The measure creates a naval volunteer fleet and establishes American mail service* to forign markets; provides for the subsidising of certain classes of merchantment and fishing vessels in return for the use of the vessels for national defence, transport of mails, and the encouragement of the enUstment of volunteers. RESTRICTION OF REGISTRATION
PRESIDENT FAVOURS THE SHIP-
PING BILL.
NEW YORK. February 17. Received 4.10 p.m., February 18th. The House of Representatives passed the Bill to restrict the granting of American registration to foreign ships. President Roosevelt favours a campaign in support of Senator Gallinger's Bill when it reaches the Housi of Representatives. Its opponents are chiefly spokesmen of the inland west. They describe the Bill as maiulv favourable to the interests of the Atlantic and Pacific ports.
