A CRITICAL SITUATION
United Press Association—Per Electrio Telegraph—Copyright. LONDON. February 16. Germany is angling for compensation in return for concessions to France relative to the policing of Morocco. Probablv the surrender of Mogador will suffice.
MADRID, February 16. Senor Moret, the Spanish Premier, in an interview, stated that au immediate rupture over the A'geciras Conference was unlikely, though he could not foresee any adjustment of the difficulties. France had reached the limit- of her concessions, and demands were constantly increasing. The solution rested with moral influence.

General Zurlinder is convinced that it would be madness for Germany to attack France, who is a hundredfold better prepared than she was in 1870.
