It is reported at Saigon that the Baltic fleet is proceeding to the Philippines, where it will meet- Admiral DiebogatofTs squadron and the Vladivostock cruisers. Part of the Baltic fleet is outside territorial limits at Dayet, forty miles north of Kamranh Bay. Russian, German, and British transports are off Cape St. James and the Saigon river. • -■- 'The French Cochin-China naval division has been mobilised to preserve neutrality. RENEWED IRRITATION AGAINST ' . FRANCE. EXPECTED. Received 10.25 p.m., May 2nd. LONDON, May 2. The Tokio press show renewed irritation at the continuous use of French ports. A fresh Government remonstrance against a breach of neutrality is imminent. A Tokio telegram states that Admiral DiebogatofTs squadron_passed Singapore on Saturday. _ Important e rents are expected within ten days. . . v Rainy and foggy weather prevails in the China Sea. Five destroyers have sailed to = reinforce the British 1 China squadron.
