PETERSBURG, March 22. -The "Navoe Vremya" publishes a landowner's letter, declaring that forcible repression of the agrarian movement is lmpossib'e. The only cure is representative Government. WILD SCENES AT KIEFF. MASSACRING PEASANTS. Received 11 p.m., March 23rd. ST.. PETERSBURG, March 23. k WHd scenes'are reported from Kieff and <~4.eit&er districts. The peasants accuse the "authorities of disobeying the Czar's orders to sell than the State domain at the abraxd fignre of thirty roubles per arpent. The supposed order was embodied appar-
ently on an official document which deceived some of the authorities until higher officials were interviewed.. They summoned the troops .to prevent the peasants forcibly seizing lands. The* troops at- Kutno Ostrov, Government of Warsaw,, fired on the peasants killing and wounding many. Latest reports indicate that the- conflicts are very seiious. A spontaneous peace demonstration was held in the Nevsky Prospect, St. Petersburg, 500 persons shouting " Stop . the war'T The police who are guarding the palace of the -Grand. Duke Alexis who is abroad arrested - a loiterer who was carrying a bomb. "
