The "North German Gazette," replying to the criticism of a foreign newspaper, ■ays that there is no reason why the Kaiser should not include Tangier in his Mediterranean tour. The German policy, namely, no acquisition of territory but the maintenance of the open door and equality of economical privileges for all nations, was so clearly expressed that_ any attempt to represent the Kaiser's visit as the beginning of a new political move is hopeless. Although Count von Bulow •had expressed his belief in the Reichstag that Germany's economic interests were not threatened, France heretofore had foiled to inform the representatives of nonFrench interests how she proposes to reconcile in prastice the Sultan's sovereignty with her li pacific guidance" in the re#?toration of order. French guidance in Tunis had led to almost complete dispossesion of non-French interests. The "Gaza tte" hopes that no thine: of the sort is threatened in Morocco, hence the paper sees no occasion even to contemplate the possibility of a disturbance in the correctrelations of France and Germany.
