Mr Wise, on being interviewed, said that he did net see how any visitor to New Zealand could but be impressed with its very great prosperity, the extraordinary fertility cf the country, and its enormous • advantages, which certainly appeared to have been made the most of.- Wherever one goes he sees evidence of the very close attention given by the Government to the requirements of the country. The smallness of the island is to its advantage, since -every local matter can be brought under the personal notice of the Prime Minister. Mr Wise was favourably impressed with tie workimr of the Industrial Conciliation and Arbitration Act, and had got the necessary irJoimation to draw up regulations for New South Wales. He particularly inquired into the method of dealing with the unemployed, with special reference to ' the co-operative system of public works. He was profoundly impressed with the merits of this, and proposed to bring it under Mr O'Sullivan's notice at an early date. The system might be a little more . costly than the contract system, but it was "not more expensive tian contract or day labour schemes plus Government relief. By adopting it. New Zealand had been enabled Jo dispense entirely with relief works, vffiile the moral effect upon the men of the two systems, the relief and the co-operative, could not be coiapai ed.
