In the House of Commons, Mr Chamberlain stated that he was communicating with the.colonies relative, to the King's style or title recognising more clearly the ■Royal-Imperial sovereignty over the whole Empire. He hoped to submit the papers shortly, and would introduce a Bill giving effect to the idea. Received 12.53 a.m., July 6th. The Bill authorising a £60,000,000 war loan passed its second reading by a majority of 160 votes, after a heated debate on the conduct of the war. ' In the debate Mr Brodrick declared that the Government would never concede the independence of the Transvaal and Orange Free State. I
