MAORI COUNCIL.

WELLINGTON, May 8. At the Maori settlement at Papamai a large number of natives have assembled, the object being to formally constitute the Maori Council for Rongokako district, which extends from Waiiarapa Lake to Dannevirke. The Hon. J. Carroll, Native Minister, is present. Apora Kuneroa was elected chairman of the Council, and in addressing the members, he said the proceedings were a sort of primary school to initiate them into their duties as administrators of local affairs. The old Maori institutions were obsolete, and the establishment of the Council marked a new era in native affairs, and they had to thank the Government ibr introducing it. ■ The natives had too long neglected themselves, and there was ample scope to improve the conditions under which they lived, and upon which depended the salvation of the race. The Hon. Mr Carroll explained the object of the new law, and subsequently a chieftainess emphasised the claims of women to participate in the administration of the new law.
