quiries if the "whole of the thirds had been I spent by the Council. From Mr A. Russell, enclosing £3 for arrears of rent of Reserve 1696. From the Supervising Valuer, Christchurch, (1) advising return of clerk's revised rolls sent for revision of valuation rolls; (2) advising despatch of valuation roll by parcel post. From Captain Richardson, applying for permission, to erect a small lean-to, about 14ft x 12ft, at back of drill shed on part of Reserve 168.—Agreed to. OVERSEER'S REPORT. The overseer's report dealt with work done during the month. Improvements nad been made to the stock road, a pipe drain having been lengthened. and some banks sloped away. He recommended that the road be closed for heavy traffic unless it is immediately shingled. He had communicated with Mr Monaham, the asphalt contractor, relative to tarring and sanding a portion of the footpath between Fraser street and Sealey street, and as the result of examination he would not recommend any work being done in unsettled weather. He reported fully an the matter of drainage in Alexandra street, near Mr Simpson's, where some useful work had been done. An implement suitable for cleaning water-tables would be invaluable, but a plough was not suitable: Tenders had been called for shingling. Repairs had been effected to a ford crossing the creek on John street. It should be widened. A pipe drain at the junction of Thomas street and Ewen road had been repaired. A deeper covering was neco-sary. The Mayor had suggested sumps where the- levels did not admit of pi:,is being covered deeply. Attention wield need to be given to unpaid rates or the subsidy would be lost. The overseer was instructed to report on the requirements in Alexandra street, and as to procuring a suitable implement for cleaning water-tables. Accounts amounting to £53 17s 6d were passed for payment. WATER SUPPLY.

The Mayor brought up the question of water supply, and read the resolution passed at the recent public meeting. As it was incumbent, to arrange for the funds the Council would have to take steps immediately. "lie took it that the public intended the Council to take action immediately. With regard to the rate per annum, the Amendment Act of 1899 provides for loans at the several rates of interest—4£ per cent, for 26 years, 4 per cent, for 32 years, and 3i per cent, for 41 years, no sinking fund being required, as the half-yearly instalments carry principal and interest combined. When making the application for the loan it will be -necessary to state under which sub-section of Section 2 of the Government Loans to Local Bodies Act Amendment Act, 1899, your Council desires to raise this loan." After brief consideration, Councillor Cutfcen moved —"That the Mayor be asked to request Messrs Meason and Marchant, engineers, to report as to cost of proposed water supply and drainage scheme for the borough, and to submit same to ratepayers for approval or otherwise as soon as possible." The motion was seconded by Councillor Buxton and carried without dissent. TENDERS. Tenders were received as. follows: Supply of shingle for repairs, 2000 yards —Richard Hoare, Is 4d per yard (accepted) ; F. Collier, 2s 8d; F. G. Pratt, 2a B<L MISCELLANEOUS. The question of appointing a building inspector was deferred. Tn view of the Mayor being absent for a time, Councillor Buxton was unanimously appointed deputy-Mayor. It was resolved to arrange for the use of the building in which the Council were sitting for a period of six months, subject to the owner making certain alterations. The question of re-organising the staff was referred to a committee of the Mayor, and Councillors Cutfcen, McCaskill, Henry and. Buxton, to report. It was resolved that the Council on rising adjourn to Thursday, and in the meantime the works committee would consider the annual report and estimates. The Mayor was requested to convene a meeting for Monday night, to discuss proposals for suitably receiving the returning troopers . - The Council then rose.
