United Tress Association—Por Electric T clegraph—Copyright. Received 9.14 a.m., May Ist. LONDON, April 30. Sir Michael Hicks-Beacli, in reply to Sir E. F. Flower, in .the House of Commons, stated that a rebate on colonial sugar was impracticable, inasmuch as it was impossible to estimate the quantity of sugar, not really colonial, imported from the colonies. The Committee of Ways and Moans renewed the duty on, spirits. The Loan Bill was carried by 213 to 148. The House adopted the report of ftho Committee which agreed to the sugar duties and also adopted the report of the Committee agreeing to increase the income tax. Sir M. Hicks-Beach declared that the issue of the whole war loan was most advantageous, and had not disturbed the market, but tended to improve other securities.
