Interpreting this decision as a covert vote of censure the Ministry resigned. It is believed that M. Dupuy rode for a fall. The Socialists and many Radicals were dissatisfied with the Cabinet's contradictory attitude over the Dreyfus case, and distrusted M. Dupuy's intention to punish Boisdetfre and Mercier.
