Congress proposes to increase the tonnage- dues on foreign shipping to 2dols. 40 cents. London, April 29. Mr Balfour speaking in the House of Commons said that he believed the Bill favoured countries not exacting the right dues on American vessels. Mr Ritchie, replying to a deputation of shipowners on the matter, said that he had communicated with Sir Julian Pauncefote, the Britiah Ambaasador at Waahington, and with the several Powers interested. The Government were keeping a watch on the interests of British shipping.
