Casimir Perier, the President of the French Republic, has resigned. M. Casimir Perier's resignation ] came unexpectedly, and created great political perplexity and dismay. The attempt of the Chamber of Deputies to override the judicial decisions of the Council of the State regarding the railway companies, indicated an intention to assume the powers of a convention which the President refused to countenance. The English' press is inclined to regard the resignation as precipitate, and to indicate a lack of moral courage. M. Casimir Perier's message to the Chamber of Deputies, declares that he regards the vote of the Chamber as a secondary incident. It says that a struggle has now begun against Parliamentary regime and public liberties, an \ that he had hoped that the President would have been exempted from attacks or defended. He begs of the Cabinet to provisionally withdraw their resignations. The request has been granted. M. M. Dupuy and Challomel Lacour repeatedly, though without success, appealed to the President to reconsider his decision and even went as far as to aßk his mother to intervene. It Is believed that the retiring President will be re-elected by a large ma" jority. The names of M. Brisson, president of the Chamber, and M.
