TIMARU BOROUGH COUNCIL.
A special meeting of the Timaru Borjugh Council was held last evening. PresentMayor Bill, and Councillors Mair, Owers, Hole, O'Bryan, Orannitob, Burford,McQueen, Sherratt, Grandi and Bennett. The meeting was called for the purpose of considering a report on amendments to the building by laws, proposed by a oommUtea appointed for the purpose. The oommitfcae had held a number of meetings to prepare amendments. The'lown Clerk read out olause by olause the present by-laws, and the amendments proposed were disoussed as they were reaohod. The chief amendments made are the following:—Party walls are reduced in thiok* ness in certain instances ; greater height allowed to external walls for specified thickness ;in buildings for shops owned by one person party walls not to he compulsory between independent shops or storas; additions to be measured by themselves for surveyor's fe»s j " inner area, " redupe#. The only point upon whioh there was much discussion was the reduotton of the " inner area," within whioh buildings must be built of incombustible materials. The committee proposed that the boundaries inolade, in flhodes town, all sections fronting on Stafford street, Strathallan and Beswiok streets, and Cain's terrace taking in the seotiens biok to Sophia street between Ohuroh and George itreets ? loath of North street, the aegtions he^wpen North end Beaton itreats east of a line between, the Mechanics' Institute and the courthouse, and the blpok east of Stafford street from North street; to Mill street. ' ' Councillor Hole propoaed as an amend? menfc to simplify the matter that tho boundaries be streets—Sophia itreefc, Sefcon street, LeCren's Terrace (this omits the sea side) except Mill and Go's store, the railway reserve to Mill street (but omittiDg sections east of Turnbull street), Mill street, Stafford street to Hoaton street, Heaton street to a line with, Barnard street, suoh line end Barnard street to the starting point at George street. With this extension of the area he proposed to retain the "modification olaueo," whioh gives the Council power to consent to ereotions in wool Councillor Burford protested, against th,e amendment, as the whole object of amending the boundaries was to get rid of the " modification clause ;" Councillor O'Bryan because it was a backward step; and Councillor Grandi because it was undoing all the work of the committee. The amendment was however carried, these three councillors voting against it. The report as Bmended was then adopted and ordered to be submitted to the Oounoil's solioitor.
