It [suggests that " houaoholdors " should mean and include every adult male or female person who (being owner, lessee, or tenant) resides m any dwelling-house within the school district, and " parent " as guardian or other person resident m tho district who has actual custody of any child attending any State school situated within such district. The abolition of the cumulative vote is stated to be an almost unmixed bsnofib. Tho report sagjjests that tho olection of school committees should bo conducted on aeimilar plan to the election of road boards. Schoolmasters should not attest voting papers. A defect m the Act ia tho want of moans of certifying that a candidato or the porenn nominating ' him is a householder of tho district.
