His Holiness the Metropolitan Michael of Servia will bo declared v bankrupt if Jacob Brawn, a banker, o£ Buda Posth, to whom bis Holineßß is indebted to the extent of two hundred thousand florins for losses at tho Vienna Board of Trade, is successful m his complaint recently made to tlio Belgrade Court. Tho Metropolitan, when asked to pay, replied that his office declared him beyond the reach of the law. Tho most important work accomplished by tho recent Pan-American Congress was tho negotiation of an international treaty of arbitration, to whioh tho United States, (TW^maltt, Nicaragua, Salvador, Honduras, Bolivia, Eucador, Peru, nnd Brazil have already given their assent. It is expected that three more signatures and seals will be added soon, and it is hoped that all tho Powers interested will sign m tho courao of tho summer and autumn, although tho delegato from Chili voted against tho arbitration scheme The important part of tho treaty agreement is contained m (he following declarations : — l. That the principle of conquest shall not during tho continuonco of tho treaty of arbitration bo recognised as adaii'siiblo under American public law. 2. That nil cessions of torritory mnile during tho contiriunnco of the treaty of arbitration shall bo void if inado under tlircntu of war or tlio presence of an armed forco. 3. Any nation from which Bueh cessions shall bo exacted may demand that tho validity of tho ceasionß made slinU bo submitted to arbitration. 4. Any renunciation of tho right of arbitration mado under tho conditions named m tho second section shall be null and void.
