« (By Telegraph.; AIJCKLAHD, Oct. 14 Tho Stark Commission commenced this morning when a long discussion took place as to the order of business, particularly as to whether ovidence should be elicited by Vigilance Committee or GovcrnmentJ It wns ultimately resolved that the witnesses should make a general statement of what they knew of the matter and bo cross-examined by counsel. E. W. Allison was the first witness proposed to be called, but he lodged a long written protest against giving evidence at this stage on the ground tliat he had been accused of conspiracy, and according to the Knglish law he could not be compelled to give evidence against himself. It was resolved to begin with the evidence of Mr Oliver Mays, and that gentleman's examination is now proceeding.
