Lord Randolph Churchill has signified his intention of proposing next seßsion that extensive changes be made m parliamentary procedure. SCULLING. Sir Andrew Clarke has been appointed a director of the recently established London branch of the Colonial Mutual Life Association, and Mr Septimus Meriman Manager. Mr Edward Hall has been appointed an underwriter of the marine branches m London of the South British, National, and Adelaide Insurance Companies. BANQUET. Dr Aherne, the delegate from the Queensland Separation League, has been banquetted. IRISH PEASANT PROPRIETARY. The Marquis of Salisbury has stated that the policy of this Government will be to create a peasant proprietary m Ireland. POLYNESIAN INDEPENDENCE. The Times commends tbe disinterested attempt of the Hawaiian Government to preserve the independence of Polynesia.
