In the House of Commons last night a motion was brought forward by Mr Henniker Heaton m favour of the universal penny postage throughont the British dominions, but was rejected by a large majority. INDUSTRIAL STRIKES. Brussels, March 81. The rioting m the Chaileoi district has now subsided, and orderly feeling has been restored among the •workmen. (Special to the Pkbss Association. [B-eoeived 2.10 a.m., April Ist.] OXFORD AND CAMBRIDGE. London, April 1. The betting on the Oxford and Cambridge boat race is even money. ALTERNATIVE POLICY FOR IRELAND. The Marquis of Hartington and Mr Chamberlain are parleying with a view to arranging an alternative policy for Ireland. PENNY POSTAGE. Mr Heuniker Heaton's proposals m, the House of Commons for a penny postage to Australia, have been re* jected by one hundred and thirty-one votes. Mr Fowler explained that the adoption of the scheme would have caused an additional loss of half a million of money.
