(Reuter's Agencx.) [.Received 1 a.m., March 27th.l THE BULGARIAN DIFFICULTY. London, March 26. All the European Powers, with the exception of Russia, have accepted the proposal put forward by Italy for a settlement of the Balkan difficulty, namely, that Prince Alexander of Bulgaria be appointed Governor of Eastern Roumelia without defining the length of his term of office.
