In the House of Commons to-day, Sir William "Vernon Harcourt, Chancellor of the Exchequer, announced, in the absence of Mr Gladstone, who is suffering from a chill, that the intimated Government proposal for a settlement of the Irish question will be made on Bth April. AMERICAN LABOUR MARKET. New York, March 25. Reports from various parts of the United States show a prevalence of strikes on the part of labourers and railway employees, and many cases are accompanied by serious rioting.
