Tenders wero opened to-day for tho Victorian loan of £1,500,000 at 4 per cent, tho minimum of which was fixed at £102. Tho total amount tendered was £11,000,000. Tendere were also opened for the Wellington Harbor loan of £50,000 at 4A per cent, tho minimum of which was fixed at 97i. Srd.J The Colonial Agents-General waited upon Colonel Stanley, Secretary of State for tho Colonies, to-day, to bid him farewell on hia resignation. In returning thanks, Colonel Stanley said tho affairs of New Guinea remained at a standstill until the difficulty m regard to providing funds for the administration could be settled. Colonel Stanley has expressed a hope that the Federal Council will bo effectual m bringing m those colonies which are at pres-ant refraining from participating. It 18 thought that the future of New Guinea should" properly be a subject for suggestions on the part of the Council. He personally favored tho establishment of an Emigration Bureau, which could be m direct communication with the Colonial O.fice*. Referring to Agents-General, he considered thai while recognising the importance of their keeping m close communication with the Colonial Office, it would be unwise to allow their recommendations to supersede the despatches of the Governors. Sir Charles Tupper, High Commissioner for Canada, and Sir Honry Holland, Conservative member for Hainpstead, have been created Knights Grand Cross of St. Michael and St. George. There has been a general advance m colonial securities. Mr Parnell insists tbat Legislative measures for granting Home Rule and for the settlement of the laud question m Ireland shall be promoted together. Mr Corny (Conservative) has defeated Mr Dickson for the Mid-Armagh seat by a large majority.
