(Bbdteb's Agency.) [Received 1 a.m., Jan. Bth. I London, Jan. 7. The weather at present is very inclement, and snow storms of considerable magnitude have been general throughout England during the past few days. The negotiations on the Koumelian question have resulted at present in a complete dead lock. The European Powers are urging the Porte to submit to the proposal for a satisfactory Battlement of the Balkan difficulty. Constantinople, Jan. 7. Monktar Pasha, the Turkish Commisßioner, has forwarded an official report to the Porte in which hu speaks in adverse terms of the present situation in Egypt.
