GENERAL ASSEMBLY.
(By Telegraph.) Wellington, Sept. 19. LEGISLATIVE COUNCIL. The Legislative Council met at 2.30 p.m. SECOND HEADINGS. The Hon. tlio Col.nial Secretary moved tho second reading of tho Threats and Molestation Bill, -which was carried -without debate. The Ruilway Authorisation Bill was also read a second time without debate. IN COMMITTEE. The Council went into Committee to eoneider these Bills, and they were read a third timo and passed. Tho Bpecial Powers and Contracts Bill was further considered m Committee. An amendment wns moved m the schedule to strike out tho right on the part of Mrs Graham to acquire 300 acres of the Tekawha and Kootu blocks, Rotorua. The Ayes were 17 and Noes 17, and the Chairman gave his casting vote m favor of the work being retained. Progress was afterwards reported. LAND DILL. A free conference was appointed to confer on the Land Bill. At 5 o'clock the Council adjourned and resumed at 7.30 p.m. UILL3 PA9SKD. Tho Property Tax Bill was put through all its stages. The Council again went into Committee on the Special Powers nnd Contrncts Bill. The Bill was afterwards reported and passed. I LOCAL BODIES BILL. I It was reported that the House disagreed with the amendments made by the Council m the Local Bodies Finance and Powers Bill, and it was agreed not to insist upon them. HAILWATS mix. The District Railways Purchasing Bill was further considered m Committee. | Mr Richmond moved that the Chairman leave the chair. The motion was negatived by 13 to 2. Mr McLean moved the insertion of a clause to prevent tho construction of any more lines under the District Bailwajs Act. I The clause was inserted. ' Mr Reynolds moved that the Chairman leave ihe chair. j Negatived by 17 to 10. Mr Reynolds moved to report progress. Negatived by 18 to 9. Mr Reynolds moved that tho Chairman leave the chair. Ncgntived on the voices. Mr Reynolds moved to report progress. — Ayes 8, Noes 18. Mr Pharazyn thought tho Council would hi consulting public opinion by giving way at that hour on Sunday to Mr Reynolds, who was evidently atone- walling the Bill. I At 1.30 a.m. tho Committee was adjourned . till Monday at 10 a.m.
