[Reuter's Agency.] (Received 1.15 a.m., Sept. 19th.) London, Sept 18. Cardinal Moran, Archbishop of Sydney, is a passenger to Australia per s.s. Liguria. Sir Michael Hicks Beach, Chancellor of the Exchequer, addressed a public meeting of the electors of East Gloucestershire last nisjht at Cirencister. In the coarse of his speech he denied the existence of a compact between the Parnellite and the Conservative parties regarding the Home Rule question. Sir Michael expressed himself m favor of an extension of local self-government to the three Kingdoms. (Special to the Press Association.) [Received 1.25 a.m., Sept. 10th. London, Sept. 18. Mr Vicary Gibbs, barrister, has been elected a Director of the Qoeensland National Bank. Sir Jas. Anderson, of the Eastern Extension Telegraph Company, suggests that all maritime nations should guarantee to the Telegraph Company a moderate rate of interest on the cost of their obtaining control of all cables. The Spacish Government is making purchases of ciuieers and torpedoes. Sir Michael Hicks-Beach states that Government will not support Mr Parnell.
