Prince Bismarck has notified to the British Government his readiness to submit the entire question of the Caroline Islunds to arbitration. The agitation which is going on m Spain m regard to the infringement by Germany of the Spanish claim to the Islands m question, is provoking the anger of the German Press, which have lately displayed considerable accerbity towards Spain. (Special to the Press Association.) (Beceived 4.50 p.m., Sept. 4th.) London, Sept. 3. Five thousand of the men employed m Sir Wm. Armstrong's gun factory at Elwick have struck. The appeal made by the Grand Lodge of Freemasons of New South Wales to the English Grand Lodge requesting the latter to recognise them has been refused. [Received 11 p.m., Sept. 4th.J Sept. 4. The Rev. W. T. Webber, Bishop of Brisbane, sails on Saturday via San Francisco. ♦
