GENERAL ASSEMBLY.

(By Telegraph.) Wellington, Sept. 2. LEGISLATIVE COUNCIL. The Legislative Council met at 2.30 p.m. THE CODLIN MOTH BILL. The report of the Joint Committee on the Codlin Moth Bill wos agroed to. LEGISLATIVE COUNCIL BILL. The adjourned deboto on the second reading on the Legislative Council Bill was resumed. Sir Frederick Whitaker said owing to thc lateness of the session ho did not proposo to push the Bill further than the eecond reading this year. ' The Hon. the Colonial Secretary protested against the second reading of thc Bill. Mr Mantell moved the previous question. Mr Miller considered the subject worthy of full and free discussion. Ho thought the Bill tended to create a system which waa greatly to bo deprecated. Mr Stevens warmly opposed tho Bill. Dr Pollen expressed his intention of voting for tho eecond reading. Mr Scotland moved the adjournment of the debate, which was negatived. After a further debate Sir F. Whitaker replied. The previons question was negatived by 21 to 18. The second reading of the Bill was carried by 22 to 17. IN COMMITTEE. The Council went into Committee on the Mining Companies Bill, which wos reported vrith amendments. FIBST nEADI.VO. The Gold Mining Districts Bill was read a first time. The Council then adjourned till the evening. SECOND HEADING. At the evening sitting, tbo Gisborne High School Bill woa rood a third time on tho voices. MISCBLLANKODS. The Patea Harbor Board Bill wus compitted, and pogreis on it was reported.

Tho third reading of tho Bankruptcy Act 1873 Amendmont Bill was agreed to by 18 to 13. The Mines Act 1877 Amendment Bill was committed, and reported with amendments. The Council rose at 10 p.m.
