of the South Canterbury Times, stating that he would insert tho Council's notices for 3s per inch each insertion, Council's "cut "at top of advertisement not to bo charged for ; and from Mr G. W. Gardner, Manager Timaru Herald Company, quoting same price per inch, and enclosing a letter m which he drew Councillors' attention to tho fact that tho price of tho paper had been reduced on August Ist to ode penny, and that the circulation of the paper among the industrial classes had been largely increased thereby. Councillor Hill moved, and Councillor W. Jones seconded — " That the S.C. Times bo tho official journal for tho ensuing twelve months." Both mover and seconder said they were no more m favor of one paper thnn the other; that so long as the price remained the same each paper should "get a share of tho advertising, turu and turn about, so tlmt it could not be said any ono paper enjoyed a monopoly. Both wero local papers, and as the Herald had the advertising last year it was only fair the Times should have it this year. Councillor Delaney spoke to the sunie effect. As on amendment, Councillor Bower moved and Councillor Bush seconded — "Thut the Timaru Herald's tender bo accepted." The mover said he drew up tho amendment simply becauso the Herald had tendered for both printing and advertising, and the Times had tendered for only the adverising. As regarded the question of "turn and turn about " he had discovered that the resolution passed to this effect was perfectly illegal. The Town Clerk found the minute of October 23rd, 1882, confirmed by tho Council m August, 1892, stating that "tho Finance Committeo recommended thut " the papers get turn and turn about for future advertising." In tho face of this the Mayor stated he j could not accept the amendment, unless, however, the resolution waa rescinded. Councillor Sherratt then moved that the resolution of 23rd October, 1882, be rescinded. This was carried. Councillor Bower's amendment was then put and lost, and Councillor Hill's motion was curried, the Toting being — For: Councillors Hill, W. Jones, Gabites, Sherratt and Delaney ; against : Councillors Bush, Bower, and W. Hall Jones. A further amendment was moved by Councillor Gabites that the advertising for 12 months be equally divided between the two papers, but it was withdrawn. nrSSKLL SQFAEE. Councillor Delaney moved — "That the Foreman of Works be instructed, bofore making a start on other works, to procure clay from the most convenient place nnd fill m the swamp on Russell Square." Councillor Delaney said most of the Councillors were now aware of the state of things on the Square j the stench from it at night was enough to sicken any person going near or passing by it. He was certain if the nuisance were left alone it would be the means of creating some serious disease. After Councillors Hill, Bush, and W.Jonos had added their testimony to that of Councillor Delanoy's, Councillor Hull Jones moved that Bylaw No. 1 bo suspended so as to allow of tenders being invited for filling m Bnssell Square. This was agreed to ; tenders to be m by to-morrow afternoon at 4 o'clock, the Works Committee to deal with the same. WATER SUrPLY. Mr T. R. Jones wrote asking the Council to inform him what rate they would charge him for a water supply for his residence, Otipua Road. The application was referred to the Valuer (Mr Lough). a QPEarioK or boukdaby. A letter was received from Mr F. Cullmann stating that tho Forcmun (Mr Dale) had requested bin to remove two of his verandah posts at tho corner of Woollcombe street and Great North Road, one foot nearer the building, as they encroached that distance on the road. The Town Clerk informed the Council that Mr Cullmann had told him Mr Williamson, C.E., had given him the boundary, but as thero was no record of it on the Council's books, the Council could take no notice of it, and was not bound by it m any way. After discussion, Councillor Sbcrratt moved, Councillor Bower seconded, and it was agreed to — " That the Foreman adhere to tho adopted plans witli regard to street boundaries, seeing the Council have no power to alter them as fixed." TUB MAYOIt's VISIT TO WELLINQTOH. His Worship the Mayor said ho had heard Councillors express a wish to hear something about his lato visit to Wellington, Ho had, however, very little to say about it. As they wero aware, a telephone exchange was about being formed here, and as it was probable tho Hospitals and Charitable Aid Bill would soon be m force m the town, ho had made arrangements that tho Council Chambers should bo connected by telephone with the Hospital. Ho had been introduced to the Hon. the Minister of Works, by Messrs Slitter and Turnhull, and mndo arrangements that tho Railway Station Master's office and tho Courthouse should also be connected with the telephone exchange. This arrangement would, lie imagined, be of gro.it service to business men. (Hear, hear.) Tho Members named had also introduced him to the Hon. tho Minister of Lands, and he (the Mayor) hud made application that the Timaru Harbor Board should bo endowed with a block of land. (Applause.) Ho had represented very Btrongly to tho Ministor the vast bcnellts derived from the construction of the Breakwater, and drawn his nttontion to the largo area of land that h«d been reclaimed, which was valued at many thousands. He pointed out to the Minister that it would be only fair for tho Government to give Timaru something m return. (Applause.) The Minister, tho Mayor added, received them most courteously, and promised that m the event of nny harbor m Now Zealand being given an endowment Timaru should bo among tho first. His Worship said it wns m his opinion incumbent upon all the local bodies — the Harbor Bourd, Borough nnd Gcruldino County j Councils, Levels Roud Board, Temuka and Geraldtno Town Boards, etc. — to strongly placo before tho raombers for tho district this most important question of endowments, as it was perfectly certain that tho Harbor Board could not always pay moneys out of loan. Ho pointed out that the port was m a certain senso heavily bnndtenpped as regards shipping rntca — by ocean going steamers especially — nnd that the local bodies might well consider this question also. Speaking of financial matters, the Mayor said ho hud mado enquiries and found that should the Council decido on purchasing the gas works, they could borrow tlio money at 6£ per cent. He thought it was only right tho Council should have the control of the Gas Works. (Hear, hear.) It was too late, howovor, to got a Bill passed this session to effect such an end. Referring to municipal works, tho Mayor said tho streets of Timaru wore oqmilly as good as thoso at Wellington j thoro was plenty of shinglo on them and plenty of mud. (Laughter.)
