A Gazette notice has been issued announcing that the restrictions which have been enforced for some time past with regard to the entrance of vessels to Port Phillip, have now beon removed, and that freo navigation of all parts of the harbor is now permitted. I The following horses have been scratched for the Melbourne Cup, m addition to those already notined :— Anchorite, Boadicoa, Capri, Cincinnatuß, Conjecture, Dirk Hatteriek, Elwood, Faro, Ferusile, Freetrade, Gardina, Glimmer, Hastings, Moonshee, Quality, Rufuß, Silver King, The Teacher, and Zeuo. [Received 1 a.m., August 4th. | The trial by court martial of tho insubordinate members of the Victorian Permanent Artillery Force is still proceeding. The Melbourne Omnibus Company has declined to accedn to the demand of their drivers for a reduction m the working time to eight hours, and tho latter have accordingly decided to remain out on strike. ,
