TIMARU BOROUGH COUNCIL.

An adjourned meeting of the Timarn Borough Council was held last evening m the Council Chamber!. COUHCILLOHS PBS3EKT. His Worship the Major, 'and Councillors Delaney, Sutter, Sherratt, Gabitea, Bmh, Hill, Massey, Bower and Proctor. MINUTES. The minutes of last meeting were read and confirmed. WATBBWORXB HATTBBS. A report was received from Mr Spooner, caretaker at the reservoir, stating that on the 13th mat. there were 15ft of water m the reservoir, and on the 24th inst. 18ft 2in. There was at the beginning of the week a good head of water coming down. The specifications as drawn up by the Committee appointed for that purpose, for the maintenance of the water-race for three years, were then read over by ilr Lough, the Town Olerk, after which Councillor Sutter moved that they be adopted. Councillor Hill said he was not satisfied with tbe clause m the specifications defining J what was a full head of water, and moved as an amendment — " That to determine what is meant by a fall head of water, the Sow shall be snfficient to completely fill the 10-inch pipe near the flume »t the reservoir." Councillor Sutter objected to the amendment. That part of the race where the pipe was situate was under tbe charge of the reservoir-keeper. Tbe matter had nothing to do with the present conditions before the Council. Councillor Hill said that it was only right that some standard should be fixed, and as the one he had mentioned was near to the reservoir the caretaker there conld report to the Council as to the flow of water. The contractor could also have a gauge fixed at any point of the race he chose. At the present time the 10-inch pipe was rußning fall; tfaat showed a full head was coming down, so he was told by Mr Dobaon at the time the works were under construction. In reply to Councillor Bush, the Town Clerk read tbe clause m the conditions, which Was to the effect that the contractor shall keep a clear head of water running down to the satisfaoiion of the Waterworks Inspector or any other person the Council might appoint to inspect the race. Councillor Bush thought the clause sufficiently comprehensive. Councillor Sutler said the 10 inch pipe was pet m to etop the rush of water washing the banks of tbe race away. Tbe matter had been brought up at one of the Committee's meetings, bat they were against it because the place mentioned would not be under the control of the contractor. The proper place, he contended, where a " tell tale " should be put was m the face of Hampson's tnnnel on Whittaker's ground. Councillor Bower thought those Councillors who had visited the race lately should have made some remarks as to what condition they had found it m before these specifications had been laid before the whole Council. The Mayor, Councillors Bush and Sherratt said they had found the race m good order, and were quite pleased with it. The state of it was very satisfactory. After Councillor Hill had briefly replied, tho amendment was put and declared lost. Councillor Bower moved a further amendment, to the effect that on the Inspector pointing out any place m the race that requires strengthening, the contractor shall immediately do such work. He said a lot of money bad been spent daring the last twelve months on the race through the Council not tikiog proper care to prevent breaks m the race. No doubt the contractor would look after the race m a proper manner, but still there might be places that to the contractor looked like hanging together for the time he bad charge, bat which tbe Inspector might have strengthened at once. The amendment if carried would give the Inspector the power to order such a work to be done. As to the race being m good order at present, it was no more than it should be, considering tbe money tbe Council had spent on it. The Mayor said a clause m the specifications stated tbal this kind of work should be done, and he suggested to Councillor Boner to withdraw bis amendment. Councillor Bower agreed to do so, though he would have preferred other Councillors to have expressed their views on the matter. Before the motion that tbe report be adopted was pot, Councillor Setter wished to say a few words about the race. Vo man, he said, bad taken a more active part m tbe carrying ont of the waterworks than be had, and be would say what be often bad before, that the noise about the water-race going to ruin was simply a ory to malign tbe whole property. On his late visit to the race ho had observed no difference m it, and the money that bad lately been spent on it — with the exception of that paid for ft floodgate — was simply money hove away. One or two Councillors had said that tbe race was " going to pot ; " thin was not so, and by raising such a cry they wore depreciating the value of one of tbe best properties any Borough Council m New Zsaland possessed. The race the Committee bad fouad m splendid Order. They had gone over it thoroughly from end to end, and after carefully considering what improvements might be made suggested the following :— That overshot flumes be placed round the faces of Mount Horrible, at Busiell's and at Whitaker'a, catch-water drains to be placed to each, and that by-wasbes be put m at Mount Horrible and at Bnssell's. These works would cot cost a very great deal, and would be of great benefit. The motion was then pnt and carried. Councillor Sutter then moved, and it was carried, that tender* be invited for the office of Caretaker to tbe water-race from the dam to the northern boundary of section 10478, as per conditions adopted. Oonncillor Bnth moved—" That tbe Waterworks Inspector paint a mark on each end of tbe flames at tho water's edge ; this to be done when a full head of water is coming down." — Carried. HISCKLLAKEOCS. Councillor Delaney drew the Mayor's attention to the way m which the lamplighting was done. He said two lamps— one opposite Mr Hibbard's residence, and one m front of tbe Catholic Chnrch— had not been lit np to Un o'clock last Sunday evening. The Mayor promised to see the Manager of the Gasworks, and see what be could do m the matter. In reply to Councillor Massey Counoilloi Butter said a new Mnnicipal Corporations Acl was to be brought before the coming sessiot of Parliament. Oonncillor Bower asked what action thi Works Committee had taken about draught ing a Bill dealing with the market reserve. It was explained tfaat the matter we still before the Committee ; that owing t tbe absence from town of Counoiilor Gibson tbe question bad not yet been dealt with. Counoiilor Bower said this was to be n grotUd ; another session would now b misted, and they would bs no nearer tt settlement of this important matter. HAWKBBg' IICJJHBE3. Councillor Hill's notice of motion th< came on as follows : — " That tenders be ii rited for the privilege of oollecting tbe fe for hawker*' licenses, for a period of twel months i tenders to be sent m by next met ing." Councillor Proctor moved, and Counoiilor Sherratt seconded — " That this Council erect three horso troughs m tbe Borough, and supply the same with wa'er, viz. — one at Maclean and Stewart's, one opposite the Bank of New Zealand and a third on the triangular reserve m King streit." These troughs the mover said, would not cost very much to erect, and the Council would bo justified m giving tbe publio a wator Bupp'y. Councillor Bower moved as an amendment — "That no horse troughs be ereoted at present." The amendment, on being puf, wbb lost. Councillor Bower tben moved a further amendment — " That the question of erecting horse troughs be remitted to the Works Committee, to report by next meeting of Council." This, on being put, was carried by tbe casting vote of the Mayor. Councillor Sutter then moved, Councillor Gabitea seconded, and it was carried — "That the Waterworks Inspector be instructed to cut off the water from tha three horee troughs now supplied with water, unless the proprietors pay for the same." ACCOIWTS. Accounts wero pured as follows : — General account, £31 12s lOd ; waterworks loan account, £8 12s 6d ; waterworks maintenance account, £29 12s Id. Tho Council then adjourned.
