WAIMATE BOROUGH COUNCIL.

The ordinary monthly meeting of thii Council wa« held list Monday evening. COr/NCItZORS rBBSENT. His Worship the Major and Oonncillon Sinclair, F. Gaitf, Comeron, Manchester Grant, Coll.tt, Watts, and KTam. Th( Engineer (Mr Hillary) Was alio present. MINUTES. The micutoi of the last meeting were ' read and confirmed. COKRBBPONDBWCB. Tho following correspondence ns« read and dealt with : — From Mr Shirwin, asking for leave to erect a verandah m front of bis licensed house, the Empire Hotel.— Granted. From tho Woimale Fire Brigade, asking to be allowed to remove a fence m Graham strett, near tho Brigade B>alion. — The request wa* complied with. From Mr Middlcton, nßiing to hare the •urn for whioh judgment was lately obtained against him m the K.M. Court by the Council, for drainage work done at the pretnisps of tbe Club Hotel, apportioned between him as the tenant of tho hotel and the owßer of the property. Ho thought it fair that th» owner ahould pay at least half the cost of the drainage. Tbe nuisance was not caueod by him, nor was it caused eioce ho leased tbe premises. Councillor Qaitt asked why it was tbe tenant waß sued m this case instead of tbe owner. The Engineer replied bec»u»o it was Mr Middieton who applied for the work to be dene to abate tbn nuisanco on tho property of which he was occupier. No other property was benefited by tho drainage but the Club Hotel premises, and the turn could nit now be apportioned by the Council, os judgment was given m tho Court for Mr Middieton to pay tho sum rlaimtd. Councillor Siuclair said it was storm wa' or wbich had beon drained off, and not any nuiiiuci> caused by tho occupier of the hote.i. The owner really benrfited by tho worV. although the occup er was obliged to pny for Councillor Collott considered it right to sue tbe lessee, who had requested the Council to do tho work. It would soem strange to apply for payment to the proprietor under the circumstances. It was resolved — "That m reply to Mr Middlcton's let'er re judgmont m tho late c»«e about drainngo dono by tho Council a' the Club Hotel, he he informed that, tho Council cannot slter tho decision given by tho Bench m the matter, and that the Council only acted m accordance with Mr Middleton'« request m a previous letter asking to have the drain made." From the Industrial Association, Ohristchurcb, forwarding circulars and inviting Hie support and co-operation of individuals and pubic [bodies towards the Exhibition propoßed to be held m Chrietchurch next December. Although no resolution was proposed m this matter, tbn Councillors present wore unanimous io expressing their concurrence with the object, of the Exhibition, uud their willingness to assi«t and forward the enterprise at far as possible. From Mr Hteward, M.H.R., informing the Council that it was probable the endowment of boroughs with lands within their resportive boundaries would be obtained. Ho had folloßcd this matter up closely, and obtained a favorable consideration of tho proposal by the Government. A. new clause would he added to the Land Acta Amendment Bill, the effect of which m the case of Wnimate would be to securo the Borough an endowment area within its own bounds equal to one-tontii of the Borough area, whioh would practically be ne-irly alt the unsold Crown land within the Borough. He hoped this result, there being scarcely a doubt of the clause which ho had the honor of initiating being passed, wnuld bo satisfactory to the Council and burgesses. He had also done all m his power to secure for Waimate and other bo-oughß endowments of County lands, he hoped with success The Clork was direLted to convey to Mr Steward tho best thunka of the Council for bis efforts to secure endowments for boroughs. Uibcbllanbovb. An nccount for rcavenging at Waimate Hospital was referred by tho County Council to the Borough Council for payment. In reply to tbe Mayor, the Clerk eaid the B Tough Council had always puid the Hospital and County Council scavenging account up to the time at which the last arrangements had been mado with the foavenger, who now collected his own accounts. His Worship aaid he was not aware of tbe Bornugli Council having paid these accounts. The Engineer could not recollect of any resolution passed by the Council m tho matter, but when tbe Hospital and County Council scavenging accounts were first presented for payment some years ago the Borough Council had then paid them, and that course had been followed since. Tho Borough Council of the da; took into consideration the fact that the Council had tbe free use of tbe County Council Chambers for a few years, and still have the free use from that body of the present Borough Chambers. Councillor Qaitt thought it would bo wise to have a section or two for tho Borough Council buildings and necessary premisei. Besolved — '• That the Hospital scavenging account be piid." Tbo matter of accuring a piece of ground for creating Council buildings on was then diacuised at length. In reply to a question, the Engineer Boid he thought the most eligible site would be the section on which the present Bcrough Chambers stood, and he was euro the County Council, who were tho owners of tbe section, would meet this Council m tho matter with easy terms. His (the Engineer's) idea was that the Council should endear >r to socuro a few sections fronting John street, and joining the back of the County Council sections whi'h front Queen street. After considering the subject at some length, it was resolved — " That thiß Council respectfully request thn Minister of Lands to reserve sections 369,370, 371, and 372 m the Borough of Wniuiate for municipal buildings and yards." Tho Clerk informed the Council he bad supplied a return of statistics of particulars of Licensing Oomroittee eleotions required by the Department of Justice. ENOINBKU'S BEPOBT. Tho Engineer reported completion of all works except kerbingand asphalting m Quean street. This work would bo finishod m about a fortnight' from date. Tbe flood water from the junction of Manse street with Belt street does not empty into High street, but causes much damago to srction3 by and near tba latter street, by overflowing. Ho suggested that this nuisance be abated by doing some work t>t tho junction of Manse and Belt streets, so ai to divert the flood water which at present flowed into Belt street, and caused it to run down Manse street. Tho work would not cost the Council more than a few pounds. It was resolved — " That the suggestion contained m the Engineer's report m referenco to improvements m Manse and Bolt streets be adopted." ACCOUNTS. After passing accounts amounting to £113 14» 6d, the meeting terminated.
