If any person liable to pay any dues , or charges m respect of any of the matters herein provided for, evades or attempts to evade, the payment of any dues, or offends . against any of the provisions of this By-law, i he shall be and bo deemed to be guilty of a breach of this By-law, and shall incur all the . penalties for the same apart from his liability to pay such dues and charges. 30.
