The Rev. Joseph Cook, on being interviewed on his return from New Zealand, said he was much struck with the extent to which State socialism had gone in that colony. The working man was using his po'itical power to the utmost and not doing it a'together wisely. There appeared to bo 100 strong a disposition to rely on the Government for help which ought to be rendered by the individual, wbiih was having the effect of making capital scarce and driving it from the colony. It would require all the wise guidance of the best men of the colony if the resources of New Zealand are to bo properly developed, as there could be no doubt that capital was now injuriously cautious about launching into enterprise?. What the colony wants is population. It could stand twenty millions, yet the working man won't have any more if he can help if, He wants to put a poll tax on people urrivine instead of encouraging them to sottle on the land and develop its great resources.
