WiaiiiNGioN, August 7. The Financial debate is still proceeding. It will probably end on Tuesday next. Sir Georgo Grey's resignation was read by tho Speaker. Mr Seddon said ho would take an early opportunity of placing on record tho appreciation of the llouso of Sir Georgo Grey's services. The Council debated the clauses of the Mining Companies Bill relating to sharebrokers, when clause 11 was under discussion. I'ho clauso provided that clause 24 of tho Act of last session should apply to managers and secretaries of companies under the Companies Act of 1882. On a division tho clause was struck out, after which Sir V. Buckley moved to report progress. Tho now clauso will probably be taken to-morrow. Sir R. Stout's speech last night was considered an ablo ono and damaging to the Government. Mr Soddon's speech was also very forcible and in tho direction of breaking down Sir Robert Stout's claims to consistency,
