(ueutuk's Speciai.) TIIE ELECTION CAMI'AICW. London, March 10. In a manifesto by lord Partington, ho attributes the loyalty of the colonies to the autonomy conferred by the Liberals. He opposed Home Rule, and promised reform in the franchise, local government, and land laws. The .Liberals will uphold the power and integrity of the Empire, and will avoid a policy likely to cause disquiet, or make needless annexation of territory.
Lord Northcote has Avrittcn a letter, and trusts that the new Parliament will, be wholly devoted to the legislation of domestic affairs. The Hon. W. E, Gladstone has do livered an address, and follows in the lines of Lord Hartington. He condemned the foreign policy of Earl Beaconsfield. San Fnxcisco, March 10, A man named Kearney, labour agitator, has been arrested for seditious language. He has been liberated on bail. London, March 9. In the French senate to-day, Jules Ferry's education Bill was under discussion, and the clause prohibiting education by Jesuits was rejected after a lengthy debate had taken place on the subject.
