In accordance with Scction 3-10 of "The Municipal Corporations Act, 181G," the following copy of four Byelaws proposed to be made by the Council of the Borough of Thames, is hereby published lor general information. BYE-LAAV No, 10,—I'liio, In pursuance of tho powers vested in them under " The Municipal Corporations Act, 1876," the Council of the Borough of Thames ordains as follows, that is to sayOn and after tho Ist September 1879 it shall not be lawful for swine to be kept on any allotment or premises within distance of any inhabited dwelling in the Borough of Thames; and if any person or persons shall keep any swine within any such prescribed limits as arc hereby defined lie or they shall forfeit and pay for every day during which lie or they shall so oftend a sum not exceeding £5, BYE-LAW No. 11.—GOATS.

Collars with block numbers shall be provided by the said Borough Counj cil and any person shall be entitled to receive collars and numbers on payment ■ of a fee of 2s Gd each such collar to be 3 securely fastened round tho goat's neck , by the owner or keeper of the goat. ) 3. The names and residences of all I persons who procure such collars and ' Nos. shall be entered alphabetically in \ the Register to be kept at the Borough Council Offices aforesaid for that purt pose and opposite the names of such : persons shall be stated the desciiption of . the goat or goats and the number on the ■ tickets respectively purchased by such persons and such book may be examined | by any person during office hours on , payment of a fee of Is. ! 4, If any goatupwardsof threemonths ' old shall be at large on any highway or enclosed or unenclosed land without a collar and No. issued for the then current year affixed to it the owner thereof shall forfeit for every such offence any sum not exceeding 20s. The proof that any such goat is less than three months old shall in any proceeding hereunder lie on the owner of such goat. 5 If any person shall falsely make or counterfeit or knowing the same to be false or counterfeit purchase use or have in his or her possession any collar and % resembling or apparently intended to resemble or pass for any collar and ticket provided or issued by the said Borough Council as aforesaid every such person shy 11 forfeit and pay for every such offenco any sum not exceeding £20. 6. 'Every goat whether with a collar and No. affixed to it or not found at large in any highway or unenclosed laud may be seized by any constable or other person and taken to and kept exposed to view in some public place to be appropriated for that purpose at the police station at either Grahamstown or Shortland nearest to which such goat shall be seized for the space of 48 hours if not sooner claimed. 7. The owner of every such goat or goats shall for every conviction under I these Bye-laws forfeit and pay in addition to the penalty provided thereunder tho sum of Is which shall be paid to tho person or persons seizing such goat or goats. 8. If within the said 48 hours any person shall claim any sueli goat or goats the person in charge of such pub' lie place shall (upon being satisfied that the person making such claim is the owner thereof or is some person authorised by him) deliver such goat or goats if registered to the person claiming the same upon payment for every goat of the sum of 2s Gd and if an unregistered goat or goats upon payment of the sum of 5s for each and every goat so claimed. 9. If within the said 48 hours no such claim and payment as aforesaid shall have been made in respect of any such goat or goats so seized and kept as aforesaid the person' having the custody of such goat or goats shall forthwith de- ■ stroy the same. 30 ; Every goat in respect of which a conviction shall be recorded three times ! shall on the third conviction be destroyed. II Any person who shall knowingly seize any goat or goats which shall not be at largo contrary to these Bye-laws ■ shall forfeit and pay for every such offence any sum not exceeding 20s and if such goat or goats shall be destroyed shall pay to the owner thereof the full value of tho same and also forfeit and pay a penalty not exceeding £5. 12. The owner of any such goats shall , for the purpose of these By-laws be \ deemed to bb the person whose namo shall bo on the register aforesaid or upon whoso premises such goat or goats may be kept or tho person in ( whoso care such goats may temporarily be whether loose or confined.
