Sir, - While a member of tlioWaiolahi Board, I always advocated (and am now moro convinced than over 1 wns 'rifiht) the necessity of making good footpaths and wntcr-oourscs beforo even roads, not only for (ho convenience of the ratepayers, but for llio furlhoranco of business, as it is absolutely necessary for per.'ons in all weathors lo bo nblo to move about, or business for half tho yoar ■ would bo at a standstill. Consequently, I am not surprised to seo tlio publio calling attention to tho stato of tho footpaths in Queen-street, tlio direct thorough, faro from Grahamstown to Shortland. What cart traffic is there in Queen-street that tho Bor.ough Council should go to tho expense of re-mottling tho road rather than mako tho footpaths. Foot passcn* gers had to tako the middle of tho road beforo, rough as it was i why mako it rougher, Tho timo is fast coming whon tho funds of tho Municipality will, by tho abolition of tho provinces, bo materially increased, and it behoves tho rato» payers t<). seo that tho Borough bo immediately divided into wards, each sending i's own representatives, and further to carry out the prineiplo of centralization. To do away with tho throo lioad Boards now existing at tho Thames, and include th'o whole in ono municipality, so that all squabbling for shares of endow* ments may cease, and act together as ono body for tho prosperity of tho wholo.— I am, &0,, Thos, Waytii Gudgeon.
