EXPLAINED BY SUPREME COUNCIL. By Telegraph—Press Assn.—Copyright. (Received Dec. 0, 11.10 a.m.) PARIS, Dec. 4. The Council has published a Note explaining the steps taken to induce Ronmnnia to accept the Allies’ decision. The Council declares that the reply received was conciliatory merely in words, but negative as to the facts. Austria’s recognition of Roumania’s rights shows incontestably extreme moderation.
