The position of the Russians appears at present to be very satisfactory. Both in the Baltic provinces and in eastern Galicia the Austro-Gennan forces are being held or actually driven back. It remains to bo seen whether the central Powers will be able to reinforce their armies sufficiently to retake the offensive, or whether the Russians will now he able to recover the ground lost. Germany has shown such wonderful powers in the past that we cannot feel quite as hopeful as we could wish. The diplomatic discussion between the United States and Germany is a very interesting object lesson to those who believe that arbitration can replace war. The United States is attempting to deal with Germany on the mostapproved lines. President Wilson sends a note to Germany and Lrermany, after considerable delay, sends ah apology and promises of amendment. Then the promises are broken and a new pote follows. The whole thing is absolutely futile and proves that force is the only method of dealing with Germany.
