COLLECTION OF SALT TAX. USE OF GERMAN OFFICERS. BY ELECIMC TELEGRAPH. —COPYRIGHT. LONDON, Sept. 13. Reuter’s Pekin correspondent says that the Powers have complained hitherto fruitlessly' that instead of the salt tax, guaranteeing the recent loan, being collected as promised before leaving the factories, the salt is sent all over the country untaxed. It is persistently reported that an agreement has been partly reached whereby a Gorman Lion lemont-Gen-eral and a stall of six officers- -and an interpreter will bo employed at Pekin, besides two hundred officers being distributed throughout China, at an estimated cost of £300,000, of which Krupp’s will provide £50,000. Tho strongest opposition is expected on the part of tho other Powers. It is understood that Japan’s demands on China include fifty years’ extension of tho lease of Port Arthur, which expires in 1023. It is anticipated' that even though China perforce has to yield, some incident will inevitably occur facilitating the expansionist programme, including tho military ocoupa-, tion of Foochow and Amoy, and tho! introduction of tho so-called Man-, churian methods.
